President Ferdinand Marcos Jr. has ordered the โreviewโ and โoverhaulโ of the governmentโs performance-based incentive system, saying current mechanisms are โduplicative and redundant.โ
Under Executive Order No. 61, Marcos Jr. suspended the 2011 Results-Based Performance Management System (RBPMS) and the 2016 Performance-Based Incentive (PBI) System, and created a technical working group to review these policies.
โThe RBPMS and PBI System have been duplicative and redundant with the internal and external performance audit and evaluation systems of the government,โ Marcos Jr. said in the EO he issued on June 3.
The panel that will review the governmentโs incentive system will consist of representatives from the Office of the Executive Secretary, Department of Budget and Management, Department of Finance, the National Economic and Development Authority and the Anti-Red Tape Authority.
โThe TWG shall study and review the RBPMS and PBI System with the goal of streamlining, overhauling, improving and simplifying government performance management and incentives systems.โ
Marcos said he expects the new government performance evaluation system to โtake into consideration the unique nature, needs and requirements of agencies.โ
