President Ferdinand Marcos Jr. has ordered the โ€œreviewโ€ and โ€œoverhaulโ€ of the governmentโ€™s performance-based incentive system, saying current mechanisms are โ€œduplicative and redundant.โ€

Under Executive Order No. 61, Marcos Jr. suspended the 2011 Results-Based Performance Management System (RBPMS) and the 2016 Performance-Based Incentive (PBI) System, and created a technical working group to review these policies.

โ€œThe RBPMS and PBI System have been duplicative and redundant with the internal and external performance audit and evaluation systems of the government,โ€ Marcos Jr. said in the EO he issued on June 3.

The panel that will review the governmentโ€™s incentive system will consist of representatives from the Office of the Executive Secretary, Department of Budget and Management, Department of Finance, the National Economic and Development Authority and the Anti-Red Tape Authority.

โ€œThe TWG shall study and review the RBPMS and PBI System with the goal of streamlining, overhauling, improving and simplifying government performance management and incentives systems.โ€

Marcos said he expects the new government performance evaluation system to โ€œtake into consideration the unique nature, needs and requirements of agencies.โ€
